Headquartered in the Greater Richmond region, Universal Adaptive Consulting Services, Inc. (UACS) delivers IT consulting, managed services, secure cloud infrastructure, cybersecurity, and systems integration for state, local, and education (SLED) agencies nationwide.
UACS specializes in intelligent infrastructure and spatial intelligence solutions, including LiDAR-based sensing systems for traffic management, public safety, and smart city environments, enabling real-time operational awareness across complex municipal systems.
Founded in 2004 by President and CEO Colleen H. Payne, UACS has consistently supported mission-critical operations across federal, state, and local government environments. Our experience includes work in support of the U.S. Army, National Oceanic and Atmospheric Administration (NOAA), the State of Virginia, the State of North Carolina, the State of Maryland, Miami-Dade County, the City of Richmond, VA, and municipalities including Virginia Beach, Chesapeake, and Portsmouth.
